Fan shaped sheet is not a single layer of paper, but a typical laminated composite material, usually composed of two layers inside and outside:

Base paper layer:

Function: Provide the main structural strength and stiffness of the cup body.

Material: Usually food grade kraft paper or white card paper. Gram weight (weight per square meter) is an important indicator for measuring its thickness and strength.

Membrane layer:

Function: Provide waterproof and oil proof functions, and ensure heat sealing effect.

Material: The most common is PE (polyethylene) film. But with the increasing environmental requirements, the use of PLA (polylactic acid) film is becoming more and more widespread.

Process: The plastic particles are melted by a laminating machine and evenly coated on the surface of the base paper. Usually it is single-sided or double-sided film coating.
